It's bugged and you cannot finish it.. Whatever you do, don't buy this DLC for Fort Defense. Fort Defense itself is a fun enough if vanilla tower defense game, but the Atlantic DLC has a completely broken map (level 16) that can't be beat, even on the easy difficulty. The broken map introduces a boss that can only be damaged by artillery, but the boss is a flying machine, so the artillery towers can't attack it. D'oh. And since the DLC was released over 6 months ago, if the devs were going to fix it, it'd be fixed by now. So save your money. There are plenty of other tower defense games out there.. Whatever you do, don't buy this DLC for Fort Defense.
